Abstract:In the 21st century, with the global movement of ocean tide, the implementation of the marine economy in China's economic and social development has become an important strategic orientation. From the south to the north, regional marine economy has been developing rapidly. They have already become a major regional economic growth pole. In recent years, much attention has been devoted to Beibu Gulf marine economic zone, which straddles the border of China and Vietnam. Being the channel through which China's southwestern regions go to the ASEAN countries, Beibu Gulf is considered another fertile land for investment following China's Bohai Rim and the Yangtze River Delta, Pearl River Delta region, so it is of great value for international cooperation and development. For these reasons, the development of marine areas has been incorporated into the national strategic arrangements and the development of the western region; therefore constructing the Beibu Gulf Economic Circle has become more realistic. Firstly, inspecting the basic structure of the Beibu Gulf marine economic zone, relying on its own superiority in the Beibu Gulf marine economic circle. Beibu Gulf is in an important strategic position in the marine economic zone. It is not only conducive to the regional advantages, but also has good geographic advantages. Its rich agricultural products, maritime, port, energy, land and other resources provide very favorable conditions for the promotion. For constructing Beibu Bay economic circle, coastal resources are of the current critical conditions. Secondly, giving its engine function of regional core cities a full play and promoting coordinated development of the Beibu Gulf maritime economic zone. Regional cities must rely on regional integration and regional economies have strong growing potential in its "core region" city. Now,"4+2" pattern is playing a leading role and function, and further speed up the process of Beibu Gulf marine economic development. Thirdly, making full use of natural resources and based on the policy of western development policies to create Beibu Gulf marine economic circle so that they grow up to China, and the ASEANS Regional logistics base, cross-border business base, modern manufacturing base and information exchange center. We should cultivate new industries and develop economies of scale with a number of industrial clusters. Beibu Gulf marine economic zone has both material support as well as the support of the state policy, In this rare opportunity, we should make full use of natural resources in the Beibu Bay and develop its regional economy, under the guidance of the scientific concept of development.
